HYDERABAD: Even as the political parties are involved in a slanging match with each other over the award of the Rs 4,714-crore Indirasagar Polavaram Project works to the SEW-Patel joint venture, the second-lowest bidder CGGC-Soma filed a petition in the High Court on Friday seeking a stay on further proceedings since it said the award of work contract was in violation of the tender process. CGGC-SOMA JV quoted 12.1 percent less for the works while SEW-Patel quoted 12.6 percent less which works out to Rs 600 crore less than the actual value of the works. Ever since the technical bid of SEW-Patel was finalised on Wednesday night, there has been an uproar by the TDP alleging that CL Rajam, a director on the board of SEW, was close to TRS chief K Chandrasekhar Rao and that the work was given to the SEW-Patel in a thanksgiving gesture to KCR for compromising on the Sakala Janula Samme. The TRS hit back at the TDP, saying that though Rajam had invested in the Namaste Telangana newspaper he was no longer on the board of SEW and therefore their argument that KCR had ditched the Telangana movement for personal gain was baseless. The petition filed by CGGC-Soma in the High Court, contending that the contract given to SEW-Patel was in violation of tender rules, is yet to be admitted. The petitioner contends that the committee of ENCs took a decision in favour of SEW-Patel because of the political clout it wields though the bidder has no work experience as required under GO 94.Besides, it is violative of the tenders’ format, it is alleged.  Soma contends that SEW-Patel has no experience of executing a government project as required under the rules but filed a certificate issued by a private company to the effect that it had executed a hydel project in Madhya Pradesh which the petitioner says is outright invalid. It also maintains that SEW-Patel has no experience in river valley projects as required and points out that for a bidder to qualify to take part in technical bidding, one should have the experience of having executed 90 percent of a work valued at Rs 2,250 crore which SEW-Patel does not have.
