When the Aqua Affinity enchantment is applied to a player's helmet, the player will ignore this penalty and mine as quickly as on land. Players will also move slower underwater and float. However, Aqua Affinity has no effect on the floating penalty.

Obtaining Aqua Affinity

Enchantment tables. Enchantment tables can place enchantments onto any tool or armor. These enchantment tables can be crafted or found. If found, players need a pickaxe to mine it. To craft an enchantment table, players need a Book, 2 Diamond, and 4 Obsidian.
