CUTTACK: The Government seems to have been rendered toothless and without authority as the Chief District Medical Officer (CDMO), Cuttack, continues to defy its orders of effecting transfers of subordinate staff, who have been continuing in their posts for over 15 years in gross violation of the set rules and guidelines.Though an exasperated Health and Family Welfare Department has, after repeated instructions, finally warned CDMO Manorama Dei of disciplinary action for her defiance, the threat also has not been able to yield result. The Deputy Secretary in the Health and Family Welfare Department on August 12 sent an order to Dei to effect the transfer of one senior clerk Asit Baran Swain immediately and report compliance by August 16. Though the deadline has passed action is still awaited. The department on April 23 had issued a notification asking all CDMOs to shift the ministerial staff and paramedics who have been posted in one place for long period. The Government guidelines stipulate that ministerial staff as clerks cannot be posted in place beyond three years and those with six-year stint in a particular place have to be transferred. The CDMOs were directed to comply with the rules by May 15. Despite the instructions, no action was taken by the Cuttack CDMO, who did not touch the clerks and effected transfer of other subordinate staff. The Department took note of the non-compliance and issued a letter on July 4 asking her to implement the orders immediately. However, the CDMO did not even move in the direction. The issue has also assumed the shape of a public agitation over allegations of staff developing vested interests. Contacted, the CDMO had her usual refrain that she was yet to receive the order.
