BHUBANESWAR: Even as the State Government’s plan to augment water supply to urban local bodies has failed miserably, the Comptroller and Auditor General (CAG) has pointed out serious lapses and irregularities in the implementation of the programme. Augmentation of water supply to Angul municipality is a case in point. The Government approved Rs. 12.92 crore for the project in March 2008, involving intake well at Derjung with construction of reinforced cement concrete elevated storage reservoir (ESR) and ground storage reservoir (GSR), provision of pumping arrangements, laying of main pipelines and external electrification. The executive engineer of public health division-II, Cuttack, was provided Rs. 11.17 crore during 2009-10. He procured pipes worth over Rs. 5 crore but the work could not start due to lack of response to the tender notice.The PHD chief engineer sanctioned the estimate for ESR and GSR at Rs. 14.19 crore in September 2008 and tender was floated in November. Since the tender notice failed to evoke any response, the Government decided to split the work into eight packages.The executive engineer procured pipes under package-III and work order for laying of pipes involving Rs. 79 lakh was awarded to a contractor in December 2009. The contractor laid 500 metres of pipes as on June 2010 with a cost of Rs. 15.63 lakh. The remaining work was not taken up till November.
