A section of the employees of the Cochin Port Trust(CPT) has alleged that the CPT Employees (RSP) Regulations 2010 protects only the interests of the under-qualified employees, those without a BTech degree, on seniority basis and showed disregard to professionalism.

It has been a practice at the CPT to appoint  graduates to various posts such as assistant executive engineer, executive engineer and deputy chief engineer on an adhoc basis for new projects. Once regular vacancies arose, these employees were made permanent.

However, seven graduates have been reverted to the post of junior engineer recently through the abolishment of the temporary posts.

Even though there are five regular vacancies for the post of asst. executive engineer, the graduates holding the post on ad-hoc basis for 4 to 8 years have been reverted to class III junior engineer in order to promote the diploma holders. “The CPT is of the opinion that as per RSP 2010, promotion is possible only to the incumbents holding the asst. engineer post. The post is currently being held only by Diploma/ITI candidates,”  the employees pointed out.

The CPT authorities refused to comment on the issue as a petition filed by the graduate engineers is pending before the Kerala High Court.
