The CBI has been protecting higher-ups in the Govt, former joint director of the investigating agency alleges in his book.

New Delhi: The Central Bureau of Investigation (CBI) has been protecting higher-ups in the Government, former joint director of the investigating agency BR Lall has alleged in his new book.

"No sir, we can not and should not discriminate between the criminals. The laws of corruption should operate more stringently against the higher-ups. If a serving Prime Minister turns corrupt, it is far more serious a matter and of he is not even investigated, the country would be drowned deep into the mire of corruption," Lall wrote in his book Who Owns CBI - The Naked Truth.

"Since I was eased out of the agency in Dec 1996, things have become bad to worse. It is a very competent organisation for investigations of middle level officers but the organisation protects senior government ministers and does not investigate the cases properly," said Lall at the book release function on Thursday. He retired as Haryana police commissioner in 2004.

During the course of investigations in the Jain Hawala case, senior politicians like former deputy prime minister LK Advani had resigned as leader of Opposition in the mid 1990s.

As a result of the investigations, senior ministers in the PV Narasimha Rao Government, including Madhavrao Scindia and VC Shukla, had also quit.

Lall claimed in his book that the then CBI director K Vijaya Rama Rao and Joginder Singh had deliberately blocked investigations in the case. "Either there are glaring loopholes in the case or the investigations are completely stopped on the directions of the senior."
