BANGALORE: The High Court on Wednesday directed the State Government to file an affidavit specifying its plans to abolish the posts of the Special Deputy Commissioners (DCs).
Justice D V Shylendra Kumar observed: "The system is such that even if some Ramaiah, Nagaiah, Siddegowda or Rangegowda comes to the post of the Special DC he will very soon become very corrupt. The government is well aware of the lapses in the system and yet nothing has happened till now."Looking at the government advocate, Justice Kumar said:"You promote people who are facing Lokayukta inquiry for possesing assets that are disproportionate to their known sources of income. You claim to have issued administrative notices to initiate action but no criminal action is taken against the erring officials and they continue to lead dignified lives."

He took the Special DCs to task for evicting people from the lands that were granted to them by invoking Section 136 (C) though the section is only meant for cancelling the names of the persons in the revenue records, if any land is wrongly mentioned against their name.

R Nanjappa had filed a writ petition challenging the Special DCs' efforts to take back the land that was granted to one of the political sufferers in Arabinnamangala village in Jala Hobali in 1962. Justice Kumar,on Tuesday, had directed the registry to post all related matters before him on Wednesday. ENS
