Parliament Winter Session to Take Place From December 4 Till December 22

The 2023 winter session of the Parliament will commence from December 4 and will continue till December 22. The session will have a total of 15 sittings.

An all party meeting has been called for the same on December 2. Although the all-party meet is convened a day before the session begins, this time it has been advanced by a day apparently due to the counting of votes for five states on December 3 where polls are underway.

The results of the assembly elections will have a major bearing on the session during which the government is keen to pass key bills.

Parliamentary Affairs Minister Pralhad Joshi announced the same on the microblogging site and said that he is looking forward to discussions on Legislative Business and other items during the session.

In his post, Joshi wrote, “Winter Session, 2023 of Parliament will commence from 4th December and continue till 22nd December having 15 sittings spread over 19 days. Amid Amrit Kaal looking forward to discussions on Legislative Business and other items during the session.”

The Ethics Committee’s report on the ‘cash-for-query’ allegations against Trinamool Congress MP Mahua Moitra will be tabled in Lok Sabha during the session. The House will have to adopt the report before the suspension recommended by the panel comes into effect.

Three main bills, which are likely to be taken up for consideration during the winter session are those which seek to replace the Indian Penal Code, Code of Criminal Procedure and the Evidence Act. The three bills are – Bharatiya Nyaya Sanhita (BNS) Bill 2023, Bharatiya Nagarik Suraksha Sanhita (BNSS) Bill 2023 and the Bharatiya Sakshya (BS) 2023.

The Standing Committee for Home Affairs adopted the draft report for these three bills earlier in November.

Union Home Minister Amit Shah referred these to the Standing Committee for inspection. The adoption of the reports had previously been postponed by a few days after Opposition MPs questioned the rush and asked for more time to speak. Despite this request, the Brij Lal-led panel adopted the report on November 6.
