As BSP MLAs in Uttar Pradesh Assembly on Monday protested against the Central government over inflation and state government over law and order situation, the House was adjourned sine die after passage of the general and departmental budgets amid din.
Even before the proceedings for the day began this morning, BSP members squatted in the well of the House, carrying banners like "Inflation and goons rule in Modi and Akhilesh governments" and "Everything is expensive only life is cheap". Leader of Opposition and senior BSP member Swami Prasad Maurya alleged that "riots were being instigated" to divert peoples' attention from rising prices and dismal law and order situation.
BJP's Satish Mahana alleged that the SSP of Moradabad, where violent clashes took place on Friday between police and BJP activists over holding of a mahapanchayat, was acting as the spokesman of the ruling party and asked the state government to take stern action against the SSP and those responsible for the trouble there. Amid the din and slogan-shouting, Parliamentary Affairs Minister and senior SP leader Azam Khan alleged that BJP wanted a repeat of Muzaffarnagar in Moradabad with an eye on the coming Assembly by-election.
As unruly scenes continued, Speaker Mata Prasad Pandey adjourned the House first for 15 minutes and then extended it in phases for a total of one hour and ten minutes because of which the Question Hour could not be held.
As the ruckus continued even after the House reassembled, soon after the Zero Hour, Khan moved a resolution for taking up all legislative businesses slated for the budget session, including the passage of around 60 departmental budgets which was approved by the House.
The House later cleared all the departmental budgets without any debate, besides passing the budget for 2014-2015 and Appropriation Bill. The House was later adjourned by the Speaker sine die. The budget session had commenced on June 19.
