BHUBANESWAR: Koraput has become the first district of the State to integrate a technology-driven complaint and grievance redressal platform into its administration system for enhancing efficiency, accountability and transparency in delivery of services to the citizens. The initiative christened ‘Samadhan: Citizens’ Action for Governance’ was launched by Chief Minister Naveen Patnaik here on Friday. Naveen said Orissa envisions a society having well-diversified and prosperous economy by 2020 and in which all the citizens have ample opportunities for gainful employment. The State aims to achieve human development indicators that surpass millennium development goals (MDGs) by reducing poverty and ensuring inter-regional and inter-personal equity. Orissa is taking significant strides in poverty alleviation through initiation of large number of livelihood programmes. Poverty in the State has come down by about 19 percentage points from 47.15 in 1999-2000 to about 28 in 2007-08. Extreme poverty in the tribal-dominated KBK region has come down by 41.5 points to 45.65 per cent in 2007-08 from 87.14 per cent in 1999-2000. The Government is making sustained efforts to improve delivery of public services and grievance redressal mechanism at various levels right from the State to district levels. “I wish and hope this will strengthen our current efforts to respond to citizens’ grievances and concerns in a timely and transparent manner”, he said. The joint initiative of Koraput Collectorate, United Nations Millennium Campaign, South Orissa Voluntary Action and Voluntary Service Overseas, Samadhan is a web and communication-based tool to not only register complaints and grievances but also immediately direct corrective action while enabling proper tracking of all cases. Citizens can register their grievances on all services provided to them by the Government and know their entitlements under various national and State Government schemes through SMS, phone call on a toll-free number as well as online. Officials have been put in charge of the initiative to respond to all complaints individually and take timely action. They would also be providing updates on the progress in resolving each case. Citizens can track their own case through the website. “While being a participatory tool for citizens to assert their rights and entitlements, Samadhan will also help the Government identify persistent bottlenecks and systemic constraints by analysing data on the submitted complaints,” said Global Director of UN Millennium Campaign Corinne Woods.
