PUDUCHERRY: Puducherry’s dearth of land for new construction may prompt builders to go vertically upwards as the government has now raised the ceiling for new buildings at 30 metres, from the erstwhile 20. This is one of the key features of the Puducherry Building Bye-Laws and Zoning Regulations, 2012, brought out by the Town and Country Planning Department after revising the existing laws and given effect following its publishing in the official gazette on March 8, 2012.Modelled on National building code, the revised bye-laws allow an increase in height subject to certain conditions based on the width of the road, front set back and other provisions, said Chief Town Planner S Raghunathan. It permits one-and-half times the width of the front road and allows additional one metre building height for every 30 cm of front set back. Greater usage of plot for construction is possible with the coverage area increased to 70 per cent from 60 per cent and the set back areas reduced to one metre on all sides. Coverage for the ordinary buildings and special buildings has been increased and Floor Area Ratio(FAR) for ordinary residential building has been increased from 150 to 180. Norms for the economically weaker section houses has been incorporated in the Building Bye-laws. Further, norms for sub division of lands and sub division layouts, erection of telecommunication towers, establishment of petrol bunks, IT-parks have been given in the revised bye-laws.Provisions to comply with Energy Conservation Building Code, Coastal Zone Regulations and Rain Water harvesting have also been given. Norms for multi-level parking has been included in the building bye-laws and zoning regulations. As per the revised bye-law, buildings have to be designed to withstand seismic force and wind force.This revision of bye-laws has been necessitated in order to keep pace with development, population growth and the changing needs of the region. The Government, in consultation with the town and country planning department, had made a comprehensive review of the building bye-laws and the revised Puducherry building bye-laws as well as zoning Regulations, said Chief Minister N Rangasamy, in a statement on Tuesday. In the revised Building Bye-Law, the buildings have been classified as ordinary buildings, special buildings (two-storeyed buildings below a height of 15 metres) and multi-storeyed buildings (more than two floors and height above 15 metres). Permission to construct ordinary buildings can be issued by the Member Secretary of the Planning Authority at his level. For special buildings and multi-storeyed buildings, building permit will be issued by the member secretary of the planning authority after approval from the planning authority committee of the concerned planning authority.
