CUTTACK: The spate of deaths owing to alleged negligence at the City Hospital here not only has fuelled public outrage but also rankled the doctors’ fraternity, which has now sought a thorough inquiry into the functioning of the headquarter hospital and a total revamp of the district health administration. The Orissa Medical Services Association (OMSA) has, in fact, pinpointed the gross incompetence of the district health authority as the main reason behind the fast deteriorating health services delivery at the hospital, which is the refuge of the poor and downtrodden sections of society. In a memorandum to the district collector following the recent death of a woman during delivery, the body of doctors has sought an inquiry into the functioning of the Chief District Medical Officer (CDMO) and other officers in charge of the hospital. There is no shortage of staff or doctors in the hospital. But patients are indiscriminately being referred to the SCB Medical College and Hospital without being admitted there. Doctors are not staying beyond the OPD hours and are not available during emergency calls, the Association has alleged. Levelling serious charges against the health authorities, OMSA secretary Dr KC Mishra said that incidents had come to their notice where staff nurses were conducting deliveries even though there were four gynaecologists posted in the Gynaecology and Obstetrics Department. There was no rotation of duty to give 24-hour service, he said. “We request the collector to probe how many times the CDMO has visited the hospital or is supervising and managing the deficiencies in it and also other health institutions in the district. The inaction smacks of corrupt practices,” Dr Mishra said. The hospital has been in the news over the last couple of months for all wrong reasons. A woman gave birth to a stillborn child at the gates and a 65-year old woman died due to negligence in June while last month a woman and her newborn succumbed at the delivery room due to alleged negligence.
