CHENNAI: The Madras High Court has castigated CV Jothikumar, secretary of the Maritime Institutes Association, for the manner in which he filed a writ petition challenging a notification of the Indian Maritime University on admissions in maritime courses. Dismissing the association’s petition seeking to quash certain clauses of a notification of the University, the First Bench comprising Chief Justice MY Eqbal and Justice TS Sivagnanam said on June 23 last, “It was manifest that the petitioner had not only made a false submission before this court, but also misled the Registrar of Societies while registering his association”. The University counsel R Suresh Kumar had contended that the association was a one-man show and did not consist of 24 member institutions as claimed by it.Kumar pointed out that one J Senthilkumar was shown as its president with his wife Hemalatha as vice-president. The petitioner claimed himself the secretary. Senthilkumar was also shown as the director of the International Maritime Academy. There were three executive members, whose designation or qualification had not been shown. The other members were petty officers in the Indian Navy, a watch-keeper, pumpman, vessel master and a maritime fitter in the merchant navy.Holding that the petitioner had abused the jurisdiction of the court by resorting to a PIL with a view to promote the private interest of one particular individual, who was president of the association and also ran a maritime institute, the Bench dismissed the petition.
