New Delhi: The Union HRD ministry wants Central Universities to implement 27 per cent quota in the coming academic session, but that may just be wishful thinking.
The Delhi University is finding it difficult to implement the new OBC quota comprehensively, and could approach the Centre seeking more time to implement the reservation.
"It is doubtful whether we will be able to implement the reservation comprehensively in the coming academic session. In that case, as per Section 5 (2) of the new Reservation Act, we will approach the Government to give us more time for implementing the quota system completely," Varsity Registrar A K Dubey was quoted by news agency PTI as saying.
Under this provision, the Government can give more time - up to three years for implementing the quota.
"It is difficult to implement the full OBC quota at one go," Dubey was further quoted as saying.
To implement the 27 per cent quota intake, DU will have to accommodate an additional 20,000 students in the next academic session, which means the total number of students will be 70,000 in a year.
Given the ground reality, DU is short of 300 teachers already, implementing 27 per cent quota in the next 6 months means recruiting 2,300 new teachers in that span of time. The proposal to build 2 new colleges in the University to adjust the 27 per cent OBC quota has been rejected by the Moily Committee.
The university is now making a detailed assessment about its requirement of additional teachers and other staff as well as facilities for implementing 27 per cent reservation for OBCs.
"We had made a preliminary assessment about the requirements earlier. But now, we are assessing in detail the requirements for implementing the quota system," Dubey told PTI.
"Colleges that are getting funds directly from the government have been asked to prepare detailed plans which they will send to the UGC and the government," he added.
"After the modalities are finalised and a clear policy is framed on implementation of the reservation, the colleges will be asked to select students at their end under OBC quota. The selection will not be conducted centrally," Dubey told PTI.
The seventeen Central Universities will have to accommodate around 50,000 extra students in the next academic year to implement 27 per cent OBC quota. Whereas the six IIM's will have to take around 219 and the seven IIT's will accommodate 6,866 more students in the next three-years.
The faculty required for this huge intake would be: an added 139 teachers for the IIM's, 3,200 for the IIT's and 6,609 for the Central Universities.
Thus even if the Central Universities are given all the money in the world, it's not possible for them to implement quota next year. There is no infrastructure and there is just no faculty.
