How to Get the Three Regis in Pokémon Emerald
Many Pokémon fans were amazed to find that the old way of catching Regirock, Regice, and Registeel did not work in Emerald. Here is how to unlock them in Pokémon Emerald. Please note you may need to try multiple times to catch the Legendary Pokémon.
Steps

Unlocking the Legendaries

Set up your party. You will need a Pokémon that knows Dig, a Relicanth at the end of your party, and a Wailord at the front of your party. You may also want to have a translator for braille since you'll be encountering lots of runes in braille; however, you can continue through without reading these messages.

Fly to Pacifidlog Town. Since Pacifidlog Town is a town of rafts and logs in the middle of the water, you'll need to discover this place before you can fly to it.

Surf the currents east of Pacifidlog Town. You'll see a square patch of water around Route 134 where currents collide and you'll be prompted to dive. If you have Wailord in your party, you'll be able to dive.

Enter the cave. When you first dive down, you'll see a cave entrance in front of you. Go through it, then follow the pathway. You'll follow the path to the bottom of the screen. You'll see a large rock formation in the center of your screen with some braille on the south-end. When you interact with the braille sign, you'll be prompted to dive again with Wailord. You'll pop up in a chamber not filled with water.

Run toward the north end of the chamber. You'll see another spot of braille.

Use dig. Open your active Pokémon and use the Dig skill. You'll probably get a pop-up that says something like "Want to escape from here and return to Underwater?" Make sure you respond with "Yes" to continue.

Enter the "Sealed Chamber". When you use dig, you reveal a cave entrance. Go through and you'll see "Sealed Chamber" in the upper left corner of your screen. Run north again to the next braille sign and press A to read it. If you have Wailord at the front of your party and Relicanth at the end, an earthquake should be triggered and a door will open at each of the Regi sites. You'll definitely want to save here so you don't have to open the doors again.

Capturing the Legendaries

Capture Regirock in the Desert Ruins. It is located toward the bottom of the desert near Mauville along Route 111. Go over to the braille sign in the north end of the cave and press A to read it. Then go two steps left, then two steps down and use Rock Smash. You'll want to save here before battling, just in case you don't catch Regirock, so you can have another chance.

Capture Regice in the Ruins on Route 105. You'll see the text "Island Cave" in the upper left corner of your screen. Go over to the braille sign on the north wall and press A to read it. Staying next to the walls at all times, do a counterclockwise lap (walking, running, or on your bike) around the entire cave. Once you do, the wall with the braille sign will reveal a cave entrance for you to enter. You'll want to save here before battling just in case you don't catch Regice, so you can have another chance. Regice has an Ice Wind skill that will lower your Pokémon's speed. You can use a Pokémon with Yawn to get rid of this effect.

Capture Registeel in the Ruins on Route 120. You'll find it in the middle of wet fields and grass. The words "Ancient Tomb" will show in the upper left corner of your screen. Go over to the braille sign on the north wall and press A to read it. Go to the middle of the room and use Flash. You'll want to save here before battling, just in case you don't catch Registeel, so you can have another chance.

Remember to save your game before turning off your Game Boy Advance or Nintendo DS system.
