State associations are not happy with AIFF's requirements for a FIFA deal.

New Delhi: An Indian delegation comprising of All India Football Federation (AIFF) Vice-President Subrata Dutta and Treasurer Hardev Jadeja shall have discussions with FIFA with regards to the ‘Win in India with India’ initiative, which was launched by the world governing body’s President Sepp Blatter.

The 59th FIFA Congress shall be held at Bahamas from June 1 to June 3. The ‘Win in India with India’ programme aims at developing Indian football at the elite level with the primary focus being on the infrastructure.

As part of this scheme, FIFA has promised India 11 astro-turfs while the Indian FA has written to the concerned state associations to help them identify the land.

Last year, AIFF President Priya Ranjan Dasmunshi and Joint Secretary of the Indian Ministry of Youth Affairs and Sports, Injeti Srinivas, had visited the FIFA headquarters to hold a meeting with regards to the ‘Win in India with India’ project.

In the letter dated May 21, 2009, AIFF has laid out various pre-requisites for the state associations for the land required:

Land should be leased free of cost for a period of 10 years to the AIFF.
AIFF will enter a Memorandum of Understanding (MOU) with the owner of the land, with the state association being the consenting party.
In case, the astro-turfs are laid wherein the I-League games are being played, then the field will be available to the AIFF and the I-League teams as well.

The deadline to send the details of the land has been kept at June 12 which hasn’t gone well with the state associations.

"They took almost two years to get the land for the Academy but that also didn’t materialise. In such a big project, with so much money involved, there must be meticulous planning on the part of the AIFF," said one of the state association officials.

"They have asked us but we are not sure as to whether we can find the land on such a short notice. We need some time to think over it," said another.
