The University Grants Commission (UGC) had previously invited online applications from eligible Higher Educational Institutions (HEIs). The applications were in accordance with Regulation 3(A) and Regulation 3(B)(b) of the UGC (Open and Distance Learning courses and Online courses) Regulations, 2020, and its subsequent amendments, for the recognition of courses under the Open and Distance Learning (ODL) mode.
On the basis of that online application form, a list of HEIs recognised to offer online and ODL programs has been published by the UGC. Students can visit the official UGC-DEB website at deb.ugc.ac.in/Search/Course and access a comprehensive list of universities providing diverse online courses.
The UGC has approved approximately 80 universities to offer multiple online distance learning undergraduate and postgraduate programmes. The universities include Jamia Millia Islamia in Delhi, Netaji Subhas Open University in Kolkata, Amity University in Uttar Pradesh, Maulana Azad National Urdu University in Hyderabad, Punjab University in Chandigarh, Dibrugarh University in Assam, and Guntur University in Andhra Pradesh.
In an official notification, the University Grants Commission said, “The Higher Educational Institution shall also adhere to the policy of territorial jurisdiction and learner support centres (LSC) as specified in Annexures III and VIII of the University Grants Commission (Open and Distance Learning Programmes and Online Programmes) Regulations, 2O2O, and its amendments.”
Meanwhile, the commission has also issued guidelines that students should take care of while applying to any institute for online distance learning programmes.
“Students shall confirm the recognition status of HEI for offering ODL and online education for the session opted for admission on the UGC DEB website, check the details on the HEI’s web portal, take note of prohibited programmes and the prohibition of franchising arrangements, and ensure that all activities are being conducted within the territorial jurisdiction for ODL programmes,” the Commission added.
“These regulations lay down the minimum standards of instruction for the grant of degrees at the UG and PG levels and grant of post graduate diploma of duration of two years in Open and Distance Learning and/or Online mode,” the UGC concluded.
For the academic session beginning February 2024, the last date for admissions to ODL and online programmes is scheduled for March 31, 2024. The Higher Educational Institutions are required to upload student admission details on the UGC-DEB website by April 15.
