UGC Directs Universities to Create up to 25% Supernumerary Seats For International Students
HEIs may generate up to 25 per cent supernumerary seats for overseas students in addition to their overall sanctioned enrolment for undergraduate and graduate degrees

The University Grants Commission (UGC) recently issued guidelines for the admission and the provision of supernumerary seats for international students enrolled in Undergraduate (UG) and Postgraduate (PG) programmes at Indian higher education institutes (HEIs). This was done to promote the internationalisation of Indian higher education institutions. Meanwhile, the guidelines were framed in September 2022.

What Are Supernumerary Seats?

Supernumerary seats are those that are over and above the sanctioned intake permitted by the appropriate authority and the government. Implementing these rules will make it easier and more viable to admit international students to Indian higher education institutions.

According to the official notification, HEIs can establish up to 25 per cent supernumerary seats for international students in addition to their total sanctioned enrolment for undergraduate and postgraduate degrees. The choice on 25 per cent of supernumerary seats must be made by the involved higher education institutions in accordance with specific standards and regulations established by regulatory agencies, taking into account infrastructure, faculty, and other requirements.

However, these 25 per cent of the supernumerary seats for international students would not include international students participating in exchange programmes or through Memorandums of Understanding (MoU) between institutions or between the Government of India (GoI) and other nations. The institutes have also been instructed to divide these 25 per cent seats throughout all departments, schools, centres, or other academic units of the higher education institution.

UGC reaffirmed that supernumerary seats in UG and PG programmes should be reserved solely for international students; that is, if seats are left vacant, they should not be assigned to anybody other than an international student. The supernumerary seats at professional and technical institutes will be managed by their respective statutory authorities, whereas PhD seats will be governed by the UGC Regulations.

Furthermore, all such colleges are required to create an ‘Office for International Students’ that keeps track of year-by-year information such as country, number, programme/subject, duration, and so on.

According to the notice, a friendly atmosphere would be developed to attract overseas students to Indian higher education institutions and make India a desirable destination for international students.
