Andhra faces constitutional crisis over President's rule

New Delhi: Andhra Pradesh is heading towards a fresh constitutional crisis as the President's rule will lapse on April 30, if the Parliament is not convened before that and gives its consent to the President's rule. Andhra Pradesh Governor ESL Narasimhan has written a letter to President Pranab Mukherjee to highlight this issue.

This is an embarrassing lapse on part of the UPA government, which did not keep in mind the constitutional provision before the Union Cabinet approved the President's rule on February 28.

According to sources, the Ministry of Home Affairs (MHA) is seized of the matter and is looking at all options. Constitutional provision said that the Parliament approval needed within two months of imposing the President's rule.

Convening a session of the Parliament is now very difficult due to Lok Sabha elections.
