BANGALORE: Energy Minister Shobha Karandlaje promised members of SC and ST communities to integrate them in the mainstream society.Releasing the Karnataka State Report on implementation of SCs and STs (Prevention of Atrocities) Act in the state in 2010 here on Thursday, she further gave a clarion call to the public to provide emotional support for mainstreaming the SCs and STs.Few groups working on human rights and RTI have tracked how this Act is being implemented over the past three years in Karnataka. They found that though the government is supposed to prepare an annual report, it has not done so for the past three years. The government is also supposed to have half-yearly review meetings but only one such meeting was held in the last three years.The report is entirely based on data available with the government. The performance of the Karnataka government in discharge of its duties under the Prevention of Atrocities Act seems to be pathetic and stands sixth in the country as far as crimes against SCs are concerned.As per the findings, in Tumkur which is one of the 15 districts declared as atrocity prone by the state government, 101 cases were disposed off in 2010 without a single conviction by the special court. Overall conviction rate is 5 per cent.
