The court has ordered the Odisha government to file an affidavit outlining what efforts the state government is taking to prevent such incidents.

New Delhi: The Supreme Court on Tuesday expressed concern over an incident in which arms of two migrant labourers were chopped off by contractors in January 2014.

The court has ordered the Odisha government to file an affidavit outlining what efforts the state government is taking to prevent such incidents.

Expressing concern over the incident, the apex court said, "What is happening? What kind of a country are we living in? This kind of a thing does not even happen in primitive countries. There has to be some mechanism to check these crimes."

The court said that it was not satisfied with all that has been done to prevent such incidents. "There is more to be done to restore the dignity of people working in brick kilns," the court said.

The court has also directed member Secretary, legal service authority to visit six most affected districts of Odisha and file a report in the court suggesting ways to improve the safety and working conditions of migrant labourers.
