The Ministry of Labour and Employment has rapped the State Government for making slow progress in modernisation of the ITIs for which it has been allocated ` 33.39 crore.

The Centre is currently implementing an ambitious scheme of modernising 400 Government ITIs under its Vocational Training Improvement Project with assistance from the World Bank. Nine ITIs from the State are covered under the scheme.

Following a review, the Union Ministry found that of the ` 33.39 crore sanctioned for the purpose of modernisation, the State has released just about ` 28.18 crore, including its own share.

Besides, the utilisation has been tardy too since only ` 23.2 crore was used by March-end registering a utilisation of 83 per cent.

Since the project comes to an end in December and another ` 4.68 crore is yet to be spent, the Ministry wants the process to be expedited lest the State may end up losing the balance funds and the ITIs will not be fully modernised.

The Union Ministry said the project implementation may have been satisfactory overall but there are areas that need attention.

Though the broad physical infrastructure has been created for the Government ITIs, there are still five of them where it is yet to be completed. Tools, equipment and machinery are yet to be procured though the academic session is set to start from August.

The Ministry said there was no delay in the release of funds which is ensured as soon as utilisation certificates are furnished but it is the Finance Department which takes long to release the funds to the administrative departments and other agencies causing the delay.

That apart, the State Government has not filled up several positions in the ITIs. At least one principal and 46 instructor posts are lying vacant for which serious efforts need to be taken.

Union Minister for Labour and Employment Mallikarjun Kharge has also written a letter to Chief Minister Naveen Patnaik in this connection.
