The University Grants Commission (UGC) has released the list of universities that have not yet appointed an Ombudsperson (Lokpal) as instructed by the commission earlier. According to reports, the UGC has released an official notification that has a list of 159 universities that have defaulted on the instructions despite repeated reminders. UGC has included nearly 67 private universities and 2 deemed to be universities on the list.
The official notification by the UGC reads, “UGC has notified the University Grants Commission (Redressal of Grievances of Students) Regulations, 2023 in the Official Gazette on 11 April 2023 (available on UGC website). The Universities were requested to appoint Ombudsperson(s) within 30 days of the notification of the Regulations vide letter dated 12 April 2023. This was followed with several reminders. ln the previous communication dated 5 December 2023, the universities were again requested to appoint Ombudsperson(s) and implement other provisions of UGC Regulations by 31 December 2023. It was also mentioned that the list of universities not complying with these requirements would be published on the UGC website.”
Some of the names on the list of universities released by UGC include Andhra Pradesh Fisheries University, Jawaharlal Nehru Krishi Vishwavidyalaya in Madhya Pradesh, Rajiv Gandhi University of Knowledge Technology in Telangana, Indira Gandhi Krishi Vishwavidyalaya in Chhattisgarh, and Gujarat National Law University, among others. Apart from that, those universities that have appointed or are appointing ombudspersons subsequently will have to communicate the complete details of the ombudspersons in the emails shared by the UGC.
Earlier in 2023, the UGC introduced the UGC (Redressal of Grievances of Students) Regulations to simplify and handle the issues faced by students in their universities. As per the new committee, the UGC had instructed all the higher education institutions to form a Students’ Grievances Redressal Group and also had to appoint an Ombudsperson at the university level. The announcement was made on April 11, 2023, and the universities were given 30 days to implement it. After that, the university was once again reminded about it on December 5, 2023.
